This replacement stem fits Denago City Model 1 eBikes, as well as many other bicycle models that have the same specifications. The adjustable angle feature allows the stem to be adjusted to raise and lower the handlebar to suit the rider's preferences. 

This is the original equipment stem from the Denago City Model 1 eBike, and can also fits many other eBikes that use 1 1/8" threadless steerer tubes, which is the vast majority of eBikes on the market. The stem includes a built-in preload adjustment bolt, which replaces the top cap and preload adjustment bolt from your existing headset.
